  • Review or ranking sites offering Japanese-language guidance to offshore platforms

Why the Sudden Crackdown?

It’s not hard to see why Japan’s tightening the screws. An estimated 3.3 million Japanese players are gambling on offshore sites, collectively wagering close to 1.2 trillion yen every year. That’s billions flowing straight out of the country, completely unregulated and untaxed.

But it’s not just about the money. These offshore platforms operate far beyond Japan’s control, leaving players vulnerable to fraud, addiction, and zero consumer protection. If something goes wrong, there’s no safety net. How Japan Plans to Shut It Down

The first step will be going after the content. Japan’s authorities will have the power to demand takedowns from social media platforms, Google searches, and even hosting services. The Internet Hotline Center will also act as the main reporting hub for anyone spotting illegal content. Sites and influencers ignoring takedown requests? Expect legal action.

DNS and IP Blocking

Japan’s not stopping at content removal. The Ministry of Internal Affairs is gearing up for more technical tactics, like DNS blocking and IP restrictions, which would cut off access to these casinos at the network level. Operators switching URLs or using new servers? Authorities plan to update their block lists regularly to keep up. While VPN users might still sneak through, casual access will become a lot harder.

Knocking on Doors Overseas

Japan also plans to apply diplomatic pressure on gambling hotspots like Curaçao and the Philippines. The idea is simple: persuade local regulators to clamp down on their licensees targeting Japan, either by restricting Japanese-language content or limiting payment options from Japan. Whether foreign regulators play ball is another question, but Japan’s making it clear that “not our problem” is no longer an acceptable answer.

Finally, Japan will roll out public awareness campaigns to explain the risks of using unlicensed offshore platforms. From TV ads to social media warnings, the message will be loud and clear: unregulated casinos mean no protection. Not About Banning Gambling Completely

Let’s be clear, Japan isn’t trying to shut down gambling altogether. Its domestic casinos, including integrated resorts, remain untouched. These legal venues are tightly regulated and seen as part of Japan’s economic strategy. The focus here is purely on keeping foreign casinos out of the picture.
